Request for Expression of Interest for the Concession of State Owned Assets / Opportunities in Cross River State, Nigeria

The Cross River State Government of Nigeria is pleased to announce the availability of Public-Private Partnership (PPP) investment opportunities across a wide range of sectors (infrastructure, transportation, tourism, healthcare, agriculture & value chain etc.) as part of its pipeline of projects aimed at driving sustainable economic growth and development in the State. These projects present unique opportunities for private sector investment in partnership with the state government, offering the potential for shared prosperity.

The Bureau of Public Private Partnerships (the Secretariat of the State PPP Council) therefore, invites credible local and international investors, project developers, financiers and operators with proven expertise and a track record of successful project delivery to express their interest in partnering with the Cross River State Government on the under listed PPP opportunities:

Key Highlights of the Projects for (PPP) Concession:

1. Obudu Cattle Ranch Resort Cluster A signature brownfield world class resort with diverse supportive components - water park, cable car, mini-hydro power, international airport etc. The cluster is currently operational and available for medium to long term concession. The private party would be expected to commit and undertake the asset(s) rehabilitation, financing, operations and management (including guided reorganization) in line with the approved co-developed blueprint for the cluster. 
2. Greater Calabar  Satellite City (with embedded haulage park) Toll Project A greenfield satellite city and traffic solution PPP investment opportunity involving the design, financing, construction, operation and management of a sustainable city with embedded haulage park and related mixed development. The project is intended to open up a new vista - safe, structured, resourceful, smart, inclusive, environmentally sustainable and integrated satellite city with supportive infrastructure linkages; operating under a structured city governance arrangement backed by legislation including a comprehensive master plan. Footfalls from the intervention include but not limited to  Calabar Metropolis traffic solution (through the haulage toll park); restoration of the environmental integrity of Calabar Metropolis; strategic alignment with demographic changes in Calabar Metropolis; and, wellness plus livelihood for residents. The commercial outlook of the Project is one of increasing demand given the upward shift in demography, expansive agro-value chain development on the corridor, new economic and energy centres such as the Odukpani Economic Zone, solid minerals development including active tank farm activities in the Metropolis with direct  impact on human settlement, haulage activities and corresponding value. The private party will be expected to design, build, finance, operate and manage the project including deployment of relevant capacities, with the State providing the land free of encumbrance for the opportunity over the concession period. 
3. Greater Calabar Metropolis Waste Management & Engineered Landfill Project This opportunity entails the concession of waste collection, transportation and disposal including greenfield engineered landfill and waste recycling (power, manure etc.) activities in Greater Calabar Metropolis (with  human population in excess of one million). The private party will be expected to design, build, finance, operate and manage the project  in line with the approved Calabar Metropolis Waste Management (co-developed) Master Plan.
4. Calabar Marina Resort A brownfield mixed waterfront entertainment / recreation facility with potential for floating restaurant, boat club, sight viewing etc. The resort is currently operational, with offerings such lounge, club house, , accommodation, slave museum, modern cinema etc. Proposed PPP model: Renovate, Finance, Maintain, Operate & Transfer.
5. Specialist PPP Hospital, Calabar A greenfield world class 105 - bed PPP referral hospital with gatekeeping facility that leverages the unique assets (tangible and intangible) of Cross River State in delivering healthcare services and ancillary interventions within its addressable market (Nigeria, the Gulf-of-Guinea, the Chad Basin etc.). The State Government commits to providing incentive regimes to support and bridge viability gaps in investments by private partners in the health sector. Proposed PPP Model: Construction completion, Finance, Operate & Transfer).
6. Compressed Natural Gas Processing & vehicle conversion Facility, Calabar This is a greenfield PPP investment opportunity in compressed natural gas (CNG) processing plus Premium Motor Spirit (PMS) driven vehicle conversion to CNG utilization. The focus is a PPP arrangement that enables end-to-end conversion of PMS vehicles to CNG usage, in Calabar with massive addressable market across the country. Proposed PPP Model: Build Own & Operate.
7. International Flying School, Bebi Airstrip The proposed International Aviation Flying School Project (at Bebi Airstrip) is a greenfield Public-Private Partnership (PPP) investment opportunity aimed at establishing a world-class aviation training facility with development spin-offs for stakeholders. The project will focus on building capacity for pilots and related services (ground air operations, traffic control, cabin executives etc.) including certifications, to address the growing need for skilled aviation professionals in the region. State-owned physical infrastructure (buildings, control tower,  airstrip runway, high end navigational equipment etc) are currently in place. The private party will be expected to: meet the minimum regulatory requirement for participation in the niche market; design and secure regulatory approvals for the aviation school curriculum;  attract (students) patronage and technical partnerships to the project. Proposed PPP Model: Renovate, Own, Operate & Transfer.    
8. Calabar Fishing & Processing Facility This is a greenfield PPP investment opportunity in fishing and fish processing in Calabar South, Akpabuyo and Bakassi using state of the art technology that is inclusive and sustainable, with guaranteed local community buy-in. The private party will be expected to finance / invest in infrastructure (fishing and fish processing assets etc.). The State will provide enabling environment, land for the development of the processing facility including facilitation of access to key stakeholders in the segment including regional collaboration to enable the smooth take-off and implementation of the project.  Proposed PPP Model: Design, Build Own, Finance & Operate.
9. Calabar International Convention Centre (CICC) The Calabar International Convention Centre (CICC) sits on top a hill providing panoramic view of the Calabar River. The design and aesthetics of the facility is credited to Danish architects, Henning Larsen. The Centre has a total carrying capacity for 5,000 delegates across 21 different venues with acoustic walls intended to reduce sound travel between meeting rooms. There are also spaces for exhibition etc. CICC, a world class, state of the art facility for meetings, incentives, conferences and events is available for concession under a Renovate, Finance, Operate and Management PPP model.
10. Cassava (and its derivatives) Processing Complexes, Obubra, Odukpani etc. Cross River State is one of the top-3 cassava producing destinations in Nigeria (Nigeria is global leader in cassava production). The opportunity is targeted at a PPP arrangement that adopts inclusive and modern practices in the value chain development of cassava and its derivatives on a dedicated 50,000 hectares of land in the State. Output from the intervention is intended to include some of the following: industrial starch, ethanol, methanol etc. Proposed PPP Model: Design, Build, Finance, Own, Operate & Transfer.
11. State-wide PPP Housing Projects – Calabar, Ikom & Ogoja The State is seeking to adopt PPP models in housing delivery (minimum of 2,000 units) across the 3 senatorial districts, to address affordability and accessibility challenges. The focus is a partnership that involves the government providing land including basic infrastructure at subsidised cost; and, the provision of serviced plots to support the construction of housing units by private partners. The proposed framework envisages guaranteed off-take by civil servants, public servants and members of the public within a predictable risk allocation and governance arrangement with credible developers, financiers etc as partners. Proposed PPP Model: Design, Construct, Finance, Maintain, Operate and Transfer.
12. Calabar Ultramodern PPP New Market Development The existing Calabar urban market is stretched beyond its desired usefulness within the context of the requirement of sustainable community markets - access, health, safety and environment (HSE), etc. The State is desirous of developing a greenfield Calabar ultramodern PPP market (with shopping points, parking facility, convenience, security and health post etc.) on a new, expansive and accessible location with proximity to maritime jetty(s) to deepen opportunities for trade at the regional market. The partnership model foresees the provision of land including right-of-way by the government whilst the private party undertakes the Design, Construction, Finance, Operation and Transfer of the facility over the concession period.
13. Calabar Central Business District (PPP) Development The State is desirous of developing a greenfield PPP central business district in the heart of Calabar Metropolis that is smart, inclusive and sustainable. The intention is a mixed, easy-to-reach infrastructure that converges operators in the services sector on purely commercial terms. The opportunity is to be implemented under a Design, Build, Finance and Operate PPP model.
14. Out-of-home / outdoor media & signage operations The State Government through its Signage and Advertising Agency intends to unlock existing opportunities in Out-of-Home (OOH) media through partnerships with credible operators in the niche market; such that foster win-win solutions in digital ad development, programmatic advertising, skills development & transfer, sustainable solutions, high impact networking and urban renewal. The proposed PPP arrangement envisages (private) investment in the State’s OOH media architecture - governance, technology, marketing etc., and management by the private party with the Agency providing oversight throughout the concession period. Proposed PPP Model: Finance, Operate & Manage.
15. Urban water value chain PPPs   The State intends to address the constraining factors in its water sector through PPPs with credible partners under a Refurbish, Finance, Operate and Transfer model. Key sector challenges are poor metering, weak enforcement and non-payment of water bills; inefficiencies in the water treatment and distribution chain; high non - revenue water owing to aged pipe network etc.; and, over reliance on public power. There are currently nine (9) Urban Water Plants covering about 31% of the State population; 25 Small Towns Scheme (across 5 LGAs) covering 26%; and 2,461 boreholes in rural areas covering 16%. Average population coverage by the sector is 24%. Proposed PPP Model: Refurbish, Finance, Operate and Transfer Model.
16. Cross River State Universal Health Care Programme The State intends to strengthen healthcare access to its people through the mandatory (state-wide) health insurance scheme. The scheme is backed by law with an implementing agency that allows for an equity fund of 1% of the State's consolidated revenue fund targeted at the vulnerable population. The scheme is mandatory for all civil/public servants and the political class as evident by the monthly contribution of N1,000 by workers for the purpose. The State is seeking a private partner to design and implement solution options in accordance with established framework to: widen and deepen the reach of the scheme across the 18-LGAs; attract local and cross border technical grant assistance; deploy relevant enterprise resource technology programs; calendarise, raise awareness and deepen stakeholders engagement including risk management across the State. The intention is for the statutory agency to monitor performance by the private partner and regulatory oversight going forward.  Proposed PPP Model: Finance, Operate & Manage.
17. Electric Vehicle Manufacturing Plant + Vehicle Assembly Plants This is a greenfield Public-Private Partnership (PPP) investment opportunity targeted at establishing an assembly/manufacturing facility for electric vehicles, encompassing batteries, associated accessories, and charging infrastructure across the state. The primary motivation is to forge synergy between decarbonisation and industrialization, facilitate green infrastructure development, leverage hybrid (carbon credit) financing, and foster the creation of sustainable new jobs. The project's commercial outlook is historically unprecedented; with a forecast of diverse and increasing demand driven by the global focus on energy transition from fossil fuels on one hand, and the corresponding impact of fuel subsidy removal in Nigeria. The private entity will be responsible for the design, construction, financing, operation and management of the opportunity, including deployment of relevant competencies. The State will in return, provide unencumbered land and competitive environment for the project. Within this bracket, is a joint venture opportunity for articulated vehicle assembly plant for heavy equipment including trucks and high occupancy buses in Calabar, with clearly incentive regime. The motivation is for the assembly plant to meet the increasing market demand for locally assembled CKD (vehicles) in the local and regional markets of the Gulf-of-Guinea, the Sahel etc.  Proposed model: Design, Construction, Financing, Operation and Management
18. Calabar Industrial Park The Calabar industrial park is a world class brownfield asset located at the heart of the city, overlooking the international airport and less than 14km from the Calabar seaport. At present, the park concentrates dedicated infrastructure including warehousing facility to support small, medium and large enterprises with the intention of reducing the per-business cost of the infrastructure. The park is  fully serviced with water, street lights, WiFi, asphalted road networks with pavements, drains, internet access, solar power/street light, independent power source, 24 hours independent power supply including relevant incentives of a free trade zone. The rationale is for the integrated infrastructure on the park to attract new businesses to the location within a basic infrastructure co-sharing, cost saving and tax incentive based arrangement.  The park is currently home to a cluster of businesses namely, the automated rice seed and seedling plant; the Calabar Pharmaceuticals Company; the State Garment Factory etc. The private party will be expected to drive traffic to the park, finance, operate and manage operations at the industrial park over the defined concession period.

Expression of Interest Process:

Interested parties are invited to submit an expression of interest outlining their relevant experience, qualifications, and proposed model / approach to partnering with the Cross River State Government for the development (including financing) and operation of the PPP project(s) of interest. Submissions should demonstrate a clear understanding of the project objectives, potential synergies, technical depth, relevance, balance sheet size and the value proposition for all stakeholders on the project of interest  and should be submitted in five (5) hard copies (and soft copy of the submission in flash drive) in sealed enveloped marked: “Expression of Interest for the Concession of State Owned Assets (please indicate project of interest, example: Specialist PPP Hospital, Calabar) to the address below, not later than 4:00 pm on Wednesday, March 13, 2024:
