Director General/CEO., Bureau of Public Private partnerships & Senior Special Advisor to the Governor (Infrastructure)

Francis Ntamu is a public policy expert with speciality in process re-engineering and infrastructure public private partnerships (PPP). He developed algorithms for sub national development planning and led the team for the formulation of long term sustainable development plans including strategic framework for agro-commodity value chain development in Kwara, Edo, Cross River, Sokoto, Zamfara, Kaduna and Kebbi States of Nigeria during the last five (5) years. Francis was Private Sector Specialist with the African Development Bank (Tunis & Abuja) and Advisory Lead with Ernst & Young (Johannesburg & Lagos) respectively.
He is Fellow of the Institute of Chartered Accountants of Nigeria; Fellow, Nigerian Institute of Management and Fellow, Chartered Institute of Taxation of Nigeria respectively. He holds a PhD in International Business Management from ISM Paris, France on a joint program with St. John’s University New York, USA; an MA in Security, Conflict and International Development from the University of Leicester, UK; an MBA from Adekunle Ajasin University, Akungba – Akoko, Nigeria; an MSc in Economics from Nasarawa State University Keffi, Nigeria; a BA in Philosophy from Dominican University Toulouse (iV), France; and a HND Accountancy (distinction grade) from the Federal Polytechnic, Nasarawa, Nigeria. Francis is also an alumnus of the Cambridge Resources International Massachusetts, USA in-person Graduate Certificate in investment appraisal & risk management; and, the Frankfurt School of Finance and Management, in-person Graduate Certificate in PPP healthcare financing respectively.
On public service, Francis held a range of strategic executive positions over the last decade namely, chairman of the Cross River State Bakassi Integrated Deep Seaport Project Steering Committee (2019 – date); Member of the Federal Government of Nigeria’s Bakassi Integrated Deep Seaport Steering Committee (2019 – date); Technical Adviser to the Cross River State Government on Privatization (2020 – 2023); chief economic advisor to the Governor of Cross River State, Nigeria and vice chairman/CEO of the State Planning Commission; director general/CEO of the Cross River State Bureau of Public Private Partnerships (2012 – 2015); and, accountant with the Joint Admissions & Matriculation Board in Sokoto, Nasarawa and Federal Capital Territory offices respectively (2000 – 2004).
Over the last three (3) years, Francis provided consistent resource support to the Chevron International funded Foundation for Partnership Initiatives in the Niger Delta (PIND) on sub national long-term development planning; and as faculty at its Annual Niger Delta Development Forum. During PIND’s 10th year anniversary in November 2021, Francis received an award for “influencing Government Policies, Practices and Programs in the Niger Delta.”
Francis also led some big-ticket transactions across the continent. He was team consultant on the development of the City of Johannesburg integrated development plan (2006). He was consultant on the development of the Federal Government of Nigeria’s medium term sector strategy (2005); and, task lead on the development of revenue forecasting tool for the City of Johannesburg (2006). Francis led the focal team on the financial reporting compliance status review of the South African Local Government Association (SALGA) including retention as portfolio manager on the Lekki Toll Road (PPP) Project (2012). He peer reviewed a number of technical publications such as the Canadian Cuso International green economy, green jobs framework, infrastructure PPP master plan and sub national industrialization policies.
