The project is intended to open up a new vista - safe, structured, resourceful, smart, inclusive, environmentally sustainable and integrated satellite city with supportive infrastructure linkages operating under a structured city governance arrangement backed by legislation including a comprehensive master plan. Footfalls from the intervention include but not limited to  traffic solution (through the haulage toll park); restoration of the environmental integrity of Calabar Metropolis; strategic alignment with demographic changes in Calabar Metropolis; and, wellness plus livelihood for residents. The commercial outlook of the Project is one of increasing demand given the upward shift in demography, expansive agro-value chain development on the corridor, new economic and energy centres such as the Odukpani Economic Zone, solid minerals development including active tank farm activities in the Metropolis with direct  impact on human settlement, haulage activities and value. The private party will be expected to design, build, finance, operate and manage the project including deployment of relevant capacities with the State providing the land free of encumbrance for the opportunity over the concession period.  Project preparation phase Excess of NGN 20 billion

Project was prepared by the International Finance Corporation with Utopian Consortium as concessionaire. Unfortunately, project was abandoned midway. Marginal civil works on the project as is. Ethanol (cassava derivative) Processing Complex Obubra / Yakurr / Odukpani Cross River State is one of the top-3 cassava producing sub nationals in the country (Nigeria is global leader in cassava production). The adoption of modern farm practices in the cultivation of at least 50,000 hectares of land on a JV/PPP arrangement will translate to substantial new direct and indirect jobs; forex earnings in excess of USD 200 million per annum in the State from the following cassava derivatives - starch, flour, ethanol, methanol, glucose sorbitol and bio-degradable plastics, formaldehyde, hydrochloric acid, sodium silicate and caustic soda. Calabar Ultramodern PPP New Market Development Calabar Metropolis The existing Calabar urban market is stretched beyond its desired usefulness within the context of the requirement of sustainable community markets - access, health, safety and environment (HSE), etc. The State is desirous of developing a greenfield Calabar ultramodern PPP market (with shopping points, parking facility, convenience, security and health post etc.) on a new, expansive and accessible location including marine jetty to enable coastal access to the regional market. The partnership model foresees the provision of land including right-of-way by the government whilst the private party undertakes the design, construction, finance and operation of the facility over the concession period. 25. Calabar Carnival Restructuring & Capital Market Listing Calabar Metropolis The Annual Calabar Carnival initiated in 2004 is pivotal to the State's tourism drive and socio-economic development. The Calabar Carnival is expected to be one of the cardinal engines of strategic wealth and job creation in the State. Succeeding administrations have continued to fund the Carnival from its traditional budgetary sources with severe fiscal consequences over the years. Beyond implementation constraints arising from the tight fiscal realities is restraint on innovation, bureaucratic bottlenecks and market competition in the segment.  Private sector participation (through PPPs, example, capital market listing etc.) in the Carnival is best suited for attracting sustainable finance, brand equity, management and outcomes through Africa’s largest street party. Odukpani Economic Zone & Business Park   Odukpani The greenfield development of an economic and free trade zone in Odukpani, Cross River State under a PPP model that leverages on government policies, economic and investment opportunities in the region and country.  The rationale is to create a private sector driven industrial /commercial /residential hub that takes advantage of the States distinctive competencies - seaport, airport, vast deposit of  non-oil minerals, proximity to oil & gas fields, proximity to the Trans-Sahara highway, proximity to 562.5 MW power station etc.   His Excellency, the Governor’s approval Investments and revenue flows in excess of USD20 million  
27. Urban water value chain PPPs etc Urban Area across the State Cross River State is one of the flagship sub nationals with significant DFIs footprint in urban water value chain development. The truth is, not much has been achieved with regards to efficient urban water delivery across Calabar Metropolis and the respective urban areas - Ugep, Ikom, Calabar and Obudu.
